Update: Based on RobW's answer, this answer is now out of date, and the Web Speech API is now usable inside of extensions. (Unfortunately, I can't delete this answer unless the OP un-accepts it.)<br />

The answer is not yet. Pages accessed through chrome-extension: URLs cannot access any media-input APIs, including speechRecognition and getUserMedia. Any attempt to the use APIs will immediately trigger an error callback.<br />
<br />
I originally thought speechRecognition could work like the geolocation API: extension popups cannot prompt for geolocation permission, but chrome-extension: pages loaded as full browser pages can prompt for permission just like a normal page. However, media APIs do not behave this way; they fail regardless of whether the page is a popup or a full page.<br />
<br />
There is a bug report to fix this and allow developers to specify media-access permissions in the manifest. When this bug is fixed, extensions can have a manifest-set permission that grants them automatic microphone/video access, so the inability to prompt for permission will become a non-issue (and therefore extensions with appropriate manifest permissions will be able to freely use the Speech API).<br />

The Web Speech API can already be used by Chrome extensions, even in the background page and extension button popups. The fact that it works is not necessarily an intended feature, and I have previously explained how it works and why it works in this answer to How to use webrtc insde google chrome extension?. The previous explanation is about WebRTC, but it applies equally to Web Speech, and can be used as follows:<br />

Instantiate a webkitSpeechRecognition instance and start recording.<br />
If a permission error is detected (onerror being triggered with event.error === 'not-allowed'), open an extension page (chrome-extension://[ID]/yourpage.html). This extension page can be opened in a new window, tab or iframe.<br />
From this page, request access to the microphone. getUserMedia and SpeechRecognition both share the (persistent) audio permission, so to detect whether audio recording is allowed, you could use getUserMedia to request the permission without activating speech recognition. For instance:<br />

They are saying nothing about Hosted Apps, which continue to be allowed, as far as I know. (I have one in the Chrome Web Store myself.)<br />

I think Microsoft must have made the titlebars larger to make them more easily draggable when using a touch interface, but they just use unnecessary vertical space on a normal desktop or laptop computer, especially if it has a low resolution screen. To narrow it down a bit, can you confirm that you only get this when navigating to the sites listed and they're using SSL / HTTPS? Some will auto re-direct to HTTPS if you go to their non-SSL equivalent, but it's worth trying this on sites like Google which do support both.<br />

If this does help narrow down the behaviour, then I've seen this behaviour once before, but this was behind a corporate proxy which didn't support SSL SPDY.<br />
<br />
You can try disabling SPDY support, but there is likely to be an underlying issue (perhaps anti-virus acting as a proxy?).<br />

So basically, all menu items, logos, icons, absolutely everything appears to have been zoomed in slightly. I have restored to original settings, disabled extensions (I don't use any extensions anyways), uninstalled and reinstalled, and nothing.<br />

I've used the DPI settings in the properties of the Chrome application and nothing changes it. I've changed scaling in Windows and nothing helps.<br />

Everything is larger in Chrome now and it's driving me crazy. Many menu items won't appear fully because of this. Note that this isn't just at the webpage level but at the entire browser level. google chrome this setting is enforced by your administrator I recently updated my Chrome browser and noticed something very weird. Many fields in the Settings have been disabled. "This setting is enforced by your administrator" appears next to many fields including my saved passwords section (which I need to look up one my old passwords for a website).<br />

<li>Navigate to <b>C:\Windows\System32\GroupPolicy</b></li>
<li>Open each subdirectory there and change the *.pol files to *.sav, E.g. registry.pol becomes registry.sav.</li>
<li>Hit <b>Windows-Key + R</b>, type the following in the box and hit <b>enter</b></li>
<li>reg delete HKEY_LOCAL_MACHINE\SOFTWARE\Google\Chrome</li>
<li>In the command promt window that opens type: Yes and press <b>Enter.</b></li>
<li>Restart Google Chrome and check whether you can change the search engine.</li>

google chrome exit full screen, So I was testing my site for full screen mode and I noticed that when you move your mouse to the top of your screen when in full screen mode it doesn't show the little window that allowed you to exit full screen without hitting F11. Is this a bug or is it intentionally removed from the latest chrome update? It's pretty annoying.<br />

Solution 1</h3>

The "back" button as an exit signal (it would not navigate away from the page; you'd have to press it once to exit fullscreen and another time to navigate away). That would solve it for mouse users as they can usually trigger a back button event using the side buttons. Not sure about touch screen users though. (I have no idea what buttons a Microsoft Surface has on it.)<br />
